In a major win for healthcare access and provider autonomy, Oklahoma has officially approved full practice authority for advanced practice registered nurses (APRNs). Oklahoma House Bill 2298 (HB 2298), signed into law on May 29, 2025, makes Oklahoma the latest state to empower APRNs to provide patient care without mandated physician oversight.
What Does the New Law Do?
HB 2298 grants independent prescriptive authority to qualified APRNs, including nurse practitioners, certified nurse-midwives, and clinical nurse specialists. To qualify, APRNs must complete and be able to show that they have:
- completed 6,240 hours of supervised clinical practice;
- completed all requisite educational and licensing requirements; and
- obtained (and continue to maintain) appropriate malpractice insurance coverage.
Once these criteria are met, APRNs in Oklahoma may prescribe medications—including certain controlled substances—without entering into a supervision or collaboration agreement with a physician.
The law also creates a Formulary Advisory Council, which will develop prescribing guidelines and maintain an exclusionary formulary to promote responsible prescribing.

This legislative shift is a significant step forward for both APRNs and patients. For APRNs, it means:
- increased autonomy to practice to the full extent of their training and licensure;
- fewer administrative burdens, including elimination of the need to secure and maintain supervisory agreements; and
- new business opportunities for APRNs to open or expand independent practices.
For patients, particularly those in rural or underserved communities, the law promises greater access to primary and preventive care at a time when physician shortages continue to strain the healthcare system.
